Saying "do 2-3 of x" or "at least 1, ideally 2" means that you think you can achieve the higher end of that goal, but leaving it open is giving yourself an unnecessary out IMO if you fail to achieve.
For example, you could play your 2 sessions and then rationalise that you've already hit the low end of your goal, and it could serve to demotivate the final grind to hit the high end of that goal as you've already done enough to place that X in the checkbox.
You might also not have such urgency to get that first study session in because you know one will be enough to hit the goal, and you're subconsciously viewing the 2nd study as a bonus. Therefore, you might procrastinate on the 1st and not even have time for the 2nd.
If you're more concrete with your goals you remove these potential mindset leaks. Better to aim for 3 grinds and only grind twice and fail, than to aim for 2-3 and achieve by hitting the 2. That way, you'll be more likely to assess how you're using your time and to optimise your timekeeping.
That's just how I see it anyway. It might not be relevant for a different person.
