Seriously tho, low-stakes poker is soft everywhere. The average joe in the northeast is certainly a lot more educated than the average joe in Vegas. It depends on your style. If you are really just a value player Vegas is awesome, because you are just sitting waiting for hands and getting paid off by drunks.
If you are the kind of player that would rather manipulate your opponents. You will prefer games that allow for these kind of moves. You can't out play a moron, you can just wait for him to dump his bounty. You can slice a thinking player to bits if you know how he is thinking.
