I don't understand why you prefer a 4bet in that spot. What do you think villain's range is when he 3bets you?
Regarding the opening size, it's hard for me to fathom that 1/2 players won't call at least 5x raises. In general, 1/2 players will call (relatively) larger raises than in bigger games simply because the dollar amounts are so small. Ie in a nitty 2/5 game 5x can be too large but it's hard for me to fathom that to be the case at 1/2. Psychologically it's just 2 chips either way ($6 or $10) and live low stakes players are anything but disciplined.
In 1/2 games players get very comfortable with play being a certain way. Like in some games players get comfortable playing a huge limpfest and then when a new player comes in and raises, someone is bound to freak out about wanting to see a flop. i choose to play my hands the way I do based on what I think is most profitable, not based on what other players do or what the other players are comfortable with. I actually think getting them out of their comfort zone can yield positive results.
