Only reason behind people raising so small is that they are mimicking. Mimicking without basic understanding why they do so. When they raise solver size and get 2 callers it's long way to do solver from the river.
should be "you want to raise the maximum they will call with a worse range of hands"
that said if I had to grind micros I would likely open 3-4x as default as I assume the pool under 3Bs?
If there were specific villains who never fold you could play tighter preflop and use even bigger RFI size
