Assuming those conditions are met:
2+2 will have IP logs which detail where we all connect to 2+2 from, and a quick review of those logs would in most cases easily identify which IP address (maybe not the exact one every time but the same family usually, depending on connection type) we are connecting from regularly, i.e. our home address.
If a respected poster/mod wants to get in touch with 2+2 and have them pull that info and the date and time (GMT or time zone is important) of the connection to 2+2 for the IP provided, assuming they’d give it out to a trusted Mod, a quick search on the net at say CentralOps.net will quickly identify who Kurt’s ISP is.
From there that info can be forwarded to the local police in city/county he lives in, assuming that is known, if it's not forward it to your local PD, and a request to the police to enter a check on the well being call for Kurt based on the reasons stated above. You can tell police that if everything is okay you’d like Kurt to contact someone, the police likely won’t let you know (privacy), they’ll merely make sure he is okay.
With the IP and ISP the police can make a call to his ISP and have his address/phone number within minutes/hours and check on him. Like I said, you may never know the outcome if Kurt doesn’t make contact, but at least you can have the peace of mind you took the extra step to make sure no harm has come to him or he’s no incapacitated in some way in his residence.
i doubt this is necessary since i think there are 2p2'ers that know Kurt's details (where he lives, etc.). i also don't think it make sense because if he is in fact missing, there are people i'm sure that know him (like his wife) who have a closer account of where he is, etc., who would notify the authorities if something happened. Kurt's absence from an online forum wouldn't be enough for the police to do anything i don't think.
