Let's say we have a game plan for a hand, something like "Bet the flop, bet the turn, bet the river, fold if raised".

If we get to the river, and the raise happens, is there any value at the 1/2, 1/3, 2/5 levels to waiting a period (like we're thinking) before we fold or is it just better/irrelevant to move on to the next hand?

I don't think it is necessary. There is more value in getting on to the next hand.

It all depends on who youre playing against and what kind of information you care to give them. Obv an instamuck and a pause for a bit before mucking will convey different ideas to your opponent. I think its usually not worth it at those levels to pause for an unnecessary amount of time when you know youre going to fold.
