generally speaking, when your opponent frequently raises your bets with medium strength hands, he is sacrificing/watering down both the range to range equity and polarity advantages that he usually has versus your continuing range, which should make you more willing to 3b on that street or take the betting lead on the next one - in other words, you can expand the range with which you recapture the betting lead. this is specifically valuable in the context of him raising medium strength hands because it often results in him not realizing his equity with these hands; from his perspective, he captures a smaller portion of the pot after raising than he would have done calling initially. it is also important/useful to note that the medium strength hands available to him usually outnumber the strong ones considerably, meaning your best response to his strategy can be drastically affected. from a practical perspective, this makes gaining information about his raising range and strategy facing a re-raise very valuable, and it is probably worthwhile to slant close decisions in such a way that you gain this information.
you should also consider whether he is drawing to something more like gibraltar or bering.
