hmm this one is tricky indeed.. Let me get this straight, utg limped then min 4 bet correct? My first instinct is to fold without any history of villian or perception of how my own table image is. Your only getting like 6.5 to 1 pot odds as well so that makes setmining a little ambitious.
A part of me wants to call the minraise and play a little postflop, but knowing that you'll be oop makes this one a fold i think. Fold and make a note on this player, if he gets out of line again you'll know what to do

if Villain would be doing this from the BB and not (limp-minraising) UTG: Would this change your fold to a push?

well it depends on the dynamics between you and the bb and any kind of history of blind battles. If hes a observant, solid aggressive opponent he could see your 3 bet as a resteal and be doing this with 1010, jj, aq or ak but with the minraise it's a little suspicious. Now generally at 400nl fr you don't get opponents this tricky in blind battles so in a vacumm i think you have to believe him as he is clearly not afraid of seeing a flop. its always tough when you get 4 bet and are holding QQ. You would still be oop on the flop as well anyways so i still think it's a fold.
