There is no doubt in my mind this particular regular indeed took an angle shot and used his reputation as a regular to procure a controversial call from the floor. The tourist should not have exposed his hand so quickly and should have assured the action was an all-in bet before hand, but at the same time you can not give him full blame for thinking the player was all in. Others at the table clearly remarked they felt the regular had signaled all-in intent, but again, his regularity at the casino seemed to award him some "seniority" in the decision.
with regards to this, the lesson to be learned is wait for the bet to be complete. I've seen this play out 4 times, in cash games and tourneys. It's always ruled not a bet. If nothing is said and the chips don't cross the line, it's not a bet yet.

It doesn't even need to be that much of an angle-shoot either.
People move and do things all the time to see how their opponents will react.
If I sit there before making my move and try to make my opponent squirm and he looks all confident or like he's about to fold then I can act on that.

What is the not-all-in guy supposed to do. He was thinking about calling or shoving perhaps and moved his chips forward a little bit and then the opponent SHOWS HIM that he's beat before he has finished the bet.
It may have been a really bad and intentional angle-shoot....but I can also see situations where the guy was still thinking about it as he was moving forward and trying to get ANY kind of reaction out of his opponent (and not trying to induce him to fold o turn his hand up).

Don't be an idiot and overanxious about turning your hand up before your opponent has even bet. LOL!! Yeah, that's fairly solid advice and I agree.

Great post.

One of the things I always harp on is solid bankroll management in terms of x buy-ins for y game and moving down/up accordingly, etc. This is the other side of that coin - money management away from the table.
