This is legit e-mail i've been trading back with dudes at some online shopping site. I ordered two "authentic" Eagles jersey from http://www.nflmaster.com and I received FAKE JERSEYS.

I've never received such lol e-mail. This is what they e-mailed me back when I asked for refund as they advertise.

Dear Andrew Song,
I'm so sorry to hear that you want to return the jersey.
But now it is the shopping season and the weather is always so poor, so the shipping will cost a very long time and the shipping cost is high. Could you please don't return the jersey ? If you can, we'll give you some discount on your next buy!

You can't do much if they decide not to honor the refund. US has no jurisdiction in online scams from another country without some type of treaty.

Check out Nigerian scam for instance.

If you paid by credit card, what will happen is some poor customer service agent from your card issuer will call China, argue with them for an hour or two, get nowhere, and then just refund your CC the $190 or whatever. The CC company will eat the cost in this case almost always (my ex works for a CC company and this is the type of task they had her do before she was promoted).

In terms of suing, etc you will get nowhere afaik.

It's been like a month and I still don't have the jersey yet. If it's a fake im gonna be pissed.
