Yes. This is exactly what I was getting at. You put it much more succinctly. Like everything in poker, good raise sizes "depends" on many factors. This idea that we statically raise to 3x, or 4x, or 5x, or 5x plus a big blind for every limper, is simply not right. Nothing in poker is that static. You really can change your raise sizes based on the situation. And that doesn't mean or imply "I has QQ, I raise 6x, I has KK, I raise 7x, I has AA, I raise 15x". It simply means that you can and should change it based on the table. If your table is full of calling stations, RAISE MORE. If your table is so engrained in the 3x, 4x raise world, then you should test them with bigger open raises and see what you can get away with. People that are so used to playing games where every open raise is ~4x usually have no idea how to react to different raise sizes.
