Hero is at $140 or so. He lost a $90 pot to Villain about 20 minutes before with AA vs. a flopped straight. I didn't stack off though with the 1 pair. Villain has owned the table for 2 hours. He built his stack up from $200 to $1100. He's on a roll.
Hero has lowest VPIP at table by 10 points at least.
Hero UTG with JJ I raise to $10 which is a pretty standard raise for the table. When I'm not under the gun I raise $15. Now it's 10 or 15 and i cut out the other stuff.
Folds around to button who calls
Villain in Small Blind reraises to $25.
He's owning the table but in retrospect i do not remember him reraising pre-flop at all. What did he have? I did not think long about it as he's been called down with total trash hands.
It comes back to me I call $25. Button folds after a long complaint.
Should I have reraised here to $60? I don't like doing that as I'm pot committed regardless of the board then. What do you think?

I bet $40 and he reraises all in. I only have $65 in so I had to call. Could I have avoided this?

Only by folding preflop, but given your description bits about V, I actually like a reraise/GII preflop here. Let the chips fly!

If he is super loose but passive preflop then folding JJ then might be right when he raises. Once you get to the flop you can't fold an over pair with such a low SPR.

I think you're a 100 percent right. I did not think about how little he re-raised pre-flop all i thought of was his 50 VPIP. I need to reflect more during hands.
