Live $1/2, the game is pretty loose however the main villian has been playing pretty tight. He values pairs pre-flop and top pair good kicker hands and makes people pay to play loose against him.

I'm thinking a call here is better than a raise considering the player description and it's usually not good to try to bluff people off of top pair on a semi dry board. There's not many hands he would fold here, only QQ, JJ, AQ and AJsuited, but those will probably fold out on the turn anyways. Maybe electing to only raise with better draws, gutshot plus a flush draw and a flush draw with a pair of 9s. If i'm raising here with this I probably have way too large of a raising range and could easily be exploited.
