Cold 4 betting from the SB

1/1 like 200bb effective at home game
Villain 1 opens to 5 dollars in cutoff (this was standard for the table)
Villain 2 3 bets on button to 15
Hero is in SB with 99 and decides to 4-bet to 45.
Villain 1 folds
Villain 2 goes all in for 200 bb effective
Hero folds
Questions:
How do we construct cold 4 betting ranges against late position raises and 3 bets, and what do we do with hands like TT or JJ or even AQs
I understand that usually the small blind in this spot should play a 4 bet or fold strategy (most of the time). Are 9s just too loose in this spot?
Context:
Did not get enough reads in either player to make tighter, or looser 4 bets. But what would we do against different player tendencies? What do we do with no reads at all?

A decent baseline I think is to have a linear range of TT-AA, AKo, AJs-AKs, KQs and then mix 99 and ATs at 50% frequency.

At 1/1, the best 4bet range is a null set.

Vs the late position aggression, you definitely 4bet or fold here because playing OOP vs a raise and a reraise range is just awful. 99 seems borderline. I think TT+ AQs+ and probably KQs are no brainers. You could consider 4betting AJo+ and KJo+ just for blocker bluffs.
