You're at basically the bottom of your flop raising/turn betting range here. Fold is probably right, even though the board is wet enough he could think your range is draw heavy.
I'm 3-betting this pre though, no questions there. I won't go so far to say his sizing is meaningful, but you're definitely ahead of his range for sure. Once you 3-bet pre this hand plays a lot differently.
I think the flop raise is OK because you can get value from worse, and with his small bet size you don't want to call and price in the folks behind you. Although when V calls me, I'm looking to check back a lot of turns. His range got a lot stronger when he called the flop. Against fishier villains you can definitely go for value and play more face up, but against better players, you'll have to pot control even on some drawy boards. Then you can try and squeeze in a river bet or call.
