I've never seen anyone at 1/1, 1/2 or 2/5 bluff shove the river vs a good player betting into them for 3 streets, if he is tilted he could have KQ once in a blue moon but more likely to be some kind of connector hand like 56,67,86..unlucky OP
I think c/c'ing river is better and more profitable, as hands that have you beat are raising every time
