A diamond might be too scary to get any more value anyway. So I definitely think this is for value vs. most of villain's range. Also villain could have a flush draw of his own, which I am way ahead of. TT-AA is unlikely as villain would likely 3 bet these hands. Basically we're only in bad shape vs. 44, 33, and 99. The rest of the range we are ahead of and can get value from.

I don't think you're getting much value here. You have to stretch logic pretty thin to argue that someone will interpret a shove as weaker than a call. Your only real argument here is that you want to get $$ in before the scare diamond card hits, but at the same time, I seriously doubt he's putting in his money with a hand that's behind here. It's possible but in my experience people treat a strong bet as "you're probably bluffing but i fold anyway" -- not "you're probably bluffing so i will shove all my chips into the middle with a low pair"
The 9 is an innocent card that hit you. I'd call, see what the river brings, call a reasonable bet if bet into, and bet if checked to.
