Not really sure why we are not 3betting turn. Villains line looks a lot like a draw imo. Maybe picked up a pair on the turn to go along with his draw. You say he is a decent reg so i would assume he is not open limping 64 suited and then calling a raise oop. he would open 88 right? and def raise top set on the flop right? so this is a bigger set like never.
If i were you i would lead bigger on the flop and then in turn bet bigger on the turn. I am totally fine with getting it in on the turn.
