V is a tilty reg who can turn LAG/spewy; very unpredictable
3x barreled a NIT with air; opens super wide and large pre but slows down postflop (eg open J9o 9x mp, x down QJ6-4-3)

You have an SPR of ~1 OTF. Your 3b range should be much tighter than described unless he has a high fold to 3b %.

Also opening wide doesn't say anything about his continuing range.
