I agree with no reads flop bet could be variable sizing but with what appears to be a villain that doesn't understand relative hand strength you should size up your betsizing with made hands.
River is a clear b/f vs passives.

Sizing pre is standard, even moreso in LP vs weak passive rec
Sizing flop, as said, should go bigger
Sizing turn is the worst part of this hand imho, giving great odds to someone passive who doesn't understand those concepts but can draw that easy on such a wet run out is a nono
As played and vs that profile i also guess that the best play OTR is to b/f
