Flat or 3! are both ok. I would probably flat something like 75% and 3! 25%, as a default but depends on player.
As to the actual question, I hate your river shove as you rep literally nothing. I mean would you really play QQ+/KQ+ this way? Doubful, so I bet you get looked up much lighter than normal.
