I consider small pocket pairs to be 66 and below.
1. Folded to you on the button, you look down at 44 what do you do?
2. 3 limpers to you in MP with 66, you know SB or BB can exploit limp callers what do you do?
3. Folded to you in MP, you are playing in passive game. People left of you are prone to limp calling, do you open limp?
It comes down to the table dynamics and where you are seated. There is never a correct answer in every situation. I usually would never open limp in late position ever. I would usually never limp if I know I have very aggressive players to my left that will take advantage of an unopened pot. I will almost never open limp with low pocket pairs even until HJ. Poker is a game of situations and most of situations are going to be different from each other.
