Sunday night, $1-$3 game.

Villain: Mid 50's Asian man, new to the table (just hit his first blinds). This is my first time at this casino, so I don't know if he's a regular. In the couple hands I saw him play before this one, he limped along PF and then checked down AK and KQ while hitting pairs on innocuous boards. Came to the table with just over $100, now has about $135. Hero has about $600.

Table has been fairly loose. Limping is common, and open limps have been getting raise about 60% of the time.

UTG, UTG+1 fold
Hero raises to $12 with 9 9 (this has been about a standard opening raise)
Folds to Villain on the button, who calls
Blinds fold

Flop: A K 4 (Pot: $25 after rake)

Hero bets $15
Villain calls

Just a c-bet. I'm already mentally check-folding once he puts chips out.

Turn: A K 4 9 (Pot: $54 after rake)

Hero bets $25
Villain calls

That changes things. I've seen Villain check down pair hands, but I haven't seen him play vs an aggressor yet. This could easily be a medium ace or a flush draw. I'm not sure on my sizing here.

River: A K 4 9 3 (Pot: $104 after rake)

Villain has about $85 left.
Hero: ???

If you bet, how much? And are you calling a shove?
If you check, what is the max you are calling?

I'm mostly looking for turn and river suggestions, but all comments are welcome.

$35 - $40 on the turn.
For value.

If we did that I'd likely shove for his last $70 into and expect him to make a crying call with all Ax, two pair.

As played, I might still shove but its a bigger bet in absolute terms and relative to the pot so I'm not sure if he still calls with weak Ax.

Bet a little bigger on the turn, like $35-$40. Jam river. Villain can still call with a worse set, 2 pair, or even Ax.

I'm betting $50 on the turn and shoving any river. If he rivers a flush, good for him.

Kinda surprised that a mere $12 open in EP managed to get things HU at a loose table. I'd probably just open limp and more-or-less setmine.

I'm cool with the flop bet. We're not WA/WB since there are draws that could pay off, plus our smaller pair is vulnerable to overcards if we are ahead, plus it's even possible we get better hands (TT/etc) to fold. I'm pretty happy if I take this down now.

I would make a PSB on the turn, and I think an argument could even be made for a shove since villain is shortstacked and only has 2x PSB left. Since Villain is shortstacked and has called a raise and a cbet, my guess is he's never folding a A, in which case I'd like to get the money in ASAP before any other card could possibly come which could make him change his mind. Shortstacks are also notorious for getting their stacks in light as their last gambooley play before rebuying, so it's possible a draw might just wtf get it in and hope for the best. So I wouldn't hate a shove, but at the very least we have to bet big (cuz this will be the last time we get chips out of a draw). I really hate the < 1/2 PSB here, because the villain is actually getting the necessary implied odds to flush mine since we'll never be able to fold the river with a hand this strong.

As played, river is a super easy shove. We were committed as soon as the 9 hit, we only have < PSB left, Ax plus other strong (but worse) hands can still pay off, etc. This villain has also shown he is stationy / checkdowny, and not aggro, so it's not like he's going to bluff a busted draw nor value bet an A.
