I havent played 1/2 for years but for memory basically any big bet is almost always for value. Majority of players are weak/tight and pretty much never bluff. Just call turn.

Pocket 7's and j10 are definitely in a limp/call range and given he doesnt have a solid read on you either and OOP, in isolation this would be an outrageous time to bluff as this board smacks your range if you are betting with big pf hands like AA,KK,QQ,AK,AQ,KQ and a bluff is suicide.

This hand really looks like he has J10 and he is pretty sure you have a big hand on this board like a set or 2pair and he is trying to get it in now. I still couldnt fold though but just a call.

Hmm under those conditions your bet size is certainly better...a thought experiment: given a gen pop Villain who limp/calls each hand UTG, what is the maximum cbet he would check/call on this flop with a $40 pot, $400 behind? (My beliefs in parentheses.)
