50c/1 NL that plays like 1/2 9 handed

Hero - early 20s, TAG image although that may not be apparent as to table as Ive only sat down an orbit or two ago. ($170)
Villain - Eastern European, 20s, Although I'm not long at table he appears very active, loose calling range preflop($140)

Hero is in SB with JJ

Hand is limped by villain and one other, Hero makes it $7, Villain is only caller.

Flop - 3410 (pot- 16)

Villain checks, Hero bets 11. Villain calls.

Turn - J (pot-38)

Hero checks for pot control. Villain tanks and bets 28. Hero tanks briefly and calls.

River A (pot-94)

Hero checks, Villain has exactly a pot sized bet behind and moves all in. Hero tanks for quite a period.. and calls? Thoughts of play on various streets would be appreciated.

My own thought process was that if villain had made flush on the turn he may have checked it back for deception. If he had a flush and had bet turn, my hesitation in calling would have led to him value betting river alot smaller if he had a flush IMO. Interested to read opinions on both the call/fold river dilemma plus my thought process.
