I'm on the fence pre. Open limping 99 utg 9 handed is absolutely fine
IF the table is loose/passive pre but sticky post, and you are likely just bloating a mw pot oop w/a mid pp. If the table is full of droolers who play fit or fold and blast off otf w/ one pair,
OR single raised pots often get hu or 3ways, then I like a raise more, but deep vs decent players position becomes
PARAMOUNT. An over card will flop ~80% of the time. Also, I don't care how deep we are, getting stacks in by the river is still possible in limped pots.
TBH, not wanting to get 3b is a bad reason for not raising. We are deep enough to call a normal sized 3b to set mine. How is the table playing OP?

otf we need to keep our range wide and try to drag this out over 3 streets. b/3b otf is too face up imo. Are you ever doing this with like ATcc? TT? 78s? Probably no to all, right? I think V figured that out and mucked JJ+. Ckr/b/b is a good line, otherwise cc/ckr/b is good too. We risk a street checking thru with these lines, but getting a river bet called is what we need to focus on. (also, if you ck/r flop and a club falls, DON'T CHECK! Bet/fold. Always.)
AP you can still keep your range wide by just calling the 45 and going for a ck/r on most turns.
I'm guessing you are used to playing short stacked and are accustomed to getting stacks in pre or otf. Playing deep means playing 4 betting rounds more often. I get that the flush draw is staring you in the face, but realistically, that is such a narrow slice of his range that we are targeting with the flop 3b, it shouldn't be the deciding factor when we choose our line.
