Too Passive With Two Pair? Too Passive With Two Pair?

5/5 NL

Hero on button with KJhd ($500). Hero just sat down and does not recognize anyone on the table.

1 limp to hero who raises to $20
Villain in SB calls ($400)
Limper calls in EP ($450)

Flop:
J74hhx

Checks to hero who bets $45
Both call

Turn:
Kx

Checks to hero who bets $75 (turn bet feels small here, but didn't realize it until after the hand. Probably should be betting larger?)
Villain calls
EP folds

River:
8h

Villain checks
Hero ???

Is this a spot for a value bet or should I just be checking down since flushes get there? For context this is the game is in LA and opponents love chasing flush draws out here. However, I would think that if the opponent made a flush that he would lead? Thoughts?

Bigger ott.

River i would check. if we had been HU otf, i would consider a value bet considering how sticky they are, esp with Kh blocker. 65 also gets there, so i'd snap check this back 3-way

Bigger on turn I agree (at least $90).

I bet this river for value as a b/f as if Checkraised, we are never good. Since you dont know these players, they easily could call with worse, so checking back is a mistake IMO. Just because the flush came, dont be scared to bet here. I would say $125-$145 and fold to a raise.
