When would you use this option? (1-2 NL)

I generally never do it. In my opinion, since it puts so much pressure on the blinds it generally makes the game unnecessarily tighter. And essentially makes the game from 1-2 to 2-5.

With that being said, if other players are straddling on the button (or Mississippi straddle as it is called sometimes.) I will follow along as it gives u an advantage to be last to act preflop.

In summary, do it when it's common to do it at the table but don't initiate it if its not happening.

No... don't do it. Stacks are short enough at 1/2, no need to make them any shorter IMO. Not to mention it's almost certainly -EV for most players.

When almost all Villains are playing "fit or fold" and limping loosely. So basically never, unless everyone else is doing it and putting pressure on you to do the same. In this case not doing it looks too tight for me.

Cliffs: When stacks are deep enough and players are good enough that you have trouble getting stacks in in position when you hit a hand. i.e., in LLSNL, basically never.
