You as a non-tilted rational decision maker who's good at poker wouldn't take that line with 77. That doesn't mean you can exclude it from an opponent's range when that opponent may not be following a rational poker decision making process.
This happens SO OFTEN in this forum. A LLSNL Villain is described as being something other than "good and emotionally stable," and then people assign them ranges that include only hands with which no mistakes were made.
