If you interpret the OP's read as "she only raises the nuts, and never folds", then you should fold pre-flop, and you use the money saved on english classes

My interpretation of the OP's read, is that this villain falls apart unless she has an overpair, or TPGK (at minimum). She's been diagnosed with MUBS. If she ever has anything less than TPTK, then the advantage goes to the hero.

How often will she NOT have TPTK after the flop?

I think we can steal enough pots post flop to make a raise to $35-$40 profitable here.

Did I miss something where a limp-reraise is +EV against a rec player at 1/3?

I don't understand why you're trying to play this hand 10x harder than it has to be played. You're never going to have to worry about meta against this type of player. You don't have a lot of fold equity since you limp/called pre and she overvalues TP. Check/call and fold if you miss, bet if you hit A,2, or spade.

She's raised a limper to $18 in previous hands, and even opened for $15 or $18, so the $12 is on the small side.

By mediocre, I mean she's better than just a call station, and is capable of raising more then just QQ+ pre flop. She also liked to punish limpers, or maybe was catching hands at the same time. On the flip side, she's still mediocre because she can't extract value very well from her good hands and seems to want to end her hands early.

Anyway, as played, she tanked a long time and folded my flop raise. So in hindsight, I don't think she has a K a lot of the time there (or at least not AK), because she folded, and something like ~TT makes sense.
