I would guess the percentage of actively 'bad' people on the police side is a clear minority, but couple that with the officers who are 'just following orders' or that stay silent for whatever reasons, and you get a much larger number. On the protest side, you've got a few people who genuinely have a complaint AND are willing to make it violent, and that opens the door for many others who don't actually care about the cause but just want to watch the world burn, as well as those who want to hurt it by making the protestors out to be mindless anarchistic savages.
