I like a shove here, for these reasons:

* Villain will hate folding a hand like A9
* Villain can feel priced in to call with flush draws, TJ, maybe even QJ sometimes
* Villain has very few strong value combos in his range
* Lots of turns kill our action / complete draws but folding on the turn with a PSB left is a disaster

Yes, 44 is certainly more possible than 99/88; however, OP described a hand where villain raise/4-bet with 44 in a previous hand. This would lean me toward discounting all pairs from his pf limping/overlimping range.
