I called the river, thinking I beat AQ, QJ, AT type hands and all busted draws. V showed 33.
You are right, after the SD I realized his $40 cbet was charging draws and his turn check was to see if I have AQ/Q9.
After the flop call, I planed to fold to 2nd barrel if I dont improve but the turn check really fooled me. Based on his passive style, maybe I should fold the river? Passive player put $$ OTR the vast majority time they are good? lol

Pre flat is fine imo. Your hand isn't doing great against his range, but you have position, a pretty decent hand, and a V who can fold. 3-beting AJo is spew. Folding is OK, but a bit nitty.
Flop C-bet is not polarizing his holding. It is a function of the wet board. He's trying to charge draws.
Turn check back with show down value (SDV) is fine, esp as his bic c-bet means it's unlikely that he's drawing.
River is a call, imo. Your check back OTT makes him put a lot of draws in your range, so he can def be value-betting worse, or even turning something into a bluff. Obv, he also has some AK or QQ in his range here, so raising is out of the question, but we are definitely good often enough to call, imo.
