Has anyone heard of if the buttons 2nd card gets exposed they get the second card from the bottom?

I'm a little confused about your question. Are you saying the button gets their 2nd card from the bottom of the deck?

The rule is that you can never deal two cards to the same player directly off the top of the deck. That's why if the dealer exposes the first card on the small blind, big blind, or dealer button it's a misdeal otherwise they just get you your cards when they come back around.

If the buttons 2nd card is flipped up I've seen where he doesn't get the next card but the 2nd card from the bottom

This needs to go to Brick & Mortar. That's where rules and rulings are discussed.

I've never heard of dealing cards from the bottom of the deck. Pretty sure this is a misdeal, but they'll know better over there.
