Is there a reason we are just flatting here from OOP in a multiway pot with so much dead money out there?

I think this particular hand plays much better as a squeeze.

AP, call turn. Raising is bad. You shouldn't have any raising range OTT vs this sizing.

We don't block any straight draws. Sure we could GII with so much equity, but why let V off the hook with his bluffs?

If they aren't using it with monster hands too, then they are yes misusing it.

Just like any "normal" bettting, if they are indeed giving off betting tells, then combat it the same way you would "normally".

(But like you said how often are you encounter the same player doing this?)

Again, this isn't unlike a LAG. Good or bad LAG. Sometimes you check call, check call let him own himself. Sometimes you cr, sometimes you fold etc.
