I'm not exactly sure where the % line should be, and obviously the more % we get in preflop the better (so if you can expect to get in 15% preflop then go for it), but in general anything around 10% (at least in a HU case) should be fine because speculative hands are now getting very poor 10:1 implied odds (i.e. even setminers would have to have us stack off + not re-suck out almost 100% of the time postflop in order to be profitable, let alone other speculative hands that won't flop nearly as well nearly as often).
