A tank/raise in my game screams monster, so that's a bit meta/table/villain dependent.

If river bricks and it is checked to me, I'll overbet to polarize my hand. If villain makes a small bet again I *might* minraise to induce a bluff or just call, depending a lot on villain.

For me, it mostly boils down to how committed we are. SPR 2? I'm committed, and no way I'm letting him suck out for a great price; if he can fold TP to a raise in a small SPR pot, good for him. SPR 5 where perhaps I'm not feeling committed? I'm more ok giving him (and others behind us) good odds to chase a draw, keeping in mind he's only going to hit that draw 1 in 5 or 6 times and I'm probably not going to pay him off anyways (at the very least I'll be in position where I can evaluate things on bad cards); we should be able to make up for this the other times we get him to spew into us a little bit with TP.

Sometimes the answer is yes. You do want them to fold. Just exploit their tendency.
