Takes time, I don't there is any specifics released about it, but perhaps. Belongs in the beginner section of the forum. It's to prevent people from scamming, spammings, etc...

Probably after a certain time/number of real posts non spam, etc, it becomes unlocked.

What everyone will ask, why do you need to PM so early after joining?
