Hero Call Against Maniac? Hero Call Against Maniac?

NWI NL 1/2
Hero is at $155 a half hour into the game. Most early afternoon games are nit city. This is out-of-control with 4 guys playing since Thursday. Standard raise is 15. Hero is seen as TAG or as someone who lacks gamble. I've seen 3 flops or so with pocket pairs and got no connects. Hero is in BB with A9
Villain is UTG and makes it 15. He's a 35 yo WG who's a maniac. His VPIP is around 70 and he raises as much as possible. I have a long history with him and i'm behind in all-ins maybe 5 to 2. He leaves broke 100% of the time but often beat hero and distributed his money around the table before hitting degenland. I like Villain personally. He never whines or complains. Some say he's "drug related" which may be why he has no respect for money. He's great for any game, but not profiting me at present.
It folds to Hero who calls with A9 of hearts. We are way ahead of his range.
Pot 31.
Flop
562
Hero checks, Villain checks
This fellow rarely folds so I did not think anything I'd bet wouldn't get called. In retrospect, Villain may think Hero is a nit and it is possible a good sized bet would have got a fold. Mistake not to donk out against maniac?
Turn
5
Hero checks, Villain checks
River
10
Hero checks, Villain bets $30.
This looks like a bluff to me. Is it ever right to Hero call with A9 here?
I have tried hard to improve my wild game play since the summer when i moved from these tables out of discomfort.
Also, Villain often bluffs river and then auto folds before hands are turned over. I saw him do that 3 times already today. Is an Ace high call warranted?

Shove pre is probably +EV but likely leaving money on the table.

OP, is this checking-behind thing he's doing unusual for him? Most players would cbet that flop with their whole range. If this is pretty standard play for him, definitely call the river given you've seen him bluff several times already. If the flop check is unusual, fold. If it's usual for him to bet this flop and he didn't, that means he has a hand where he didn't consider it necessary to bluff you on the flop, and nothing should have changed by the river.
