At my local room, where there is a new table for 1/2, generally players are not keen on getting things going by playing heads up/ 3/4 handed.
I don't see their logic, as there are so many benefits
- Play more hands, win more pots
- Half rake
- Good practice for tournament FT play
Does this happen at your room and what do you say/ do to generate action?

There is no logic. Sounds like it's a place where people play recreationally, for fun. It's not fun getting owned hand after hand in a heads up or short handed match. It's not fun when one guy goes broke in the first ten minutes and then the table breaks.
You are clearly looking for +EV action, so I would suggest you look for another card game to fill in when this game is not running.
