I would make a small value bet here, I think he's calling with any Ace, 3, or any pocket pair over 7. Since he checked the river, I think he has 3 or decent pocket more often than an ace. An ace or pocket probably wouldn't raise neither. So I think the small value bet is a +EV play here.

Perhaps someone more experienced than I can elaborate, but is folding a EV+ move in this spot? I try not to be afraid of monsters under the bed every time an ace hits the board. Otherwise, id be folding all the time.

A high level villain in LLSNL would recognize that the ace on the turn is a good card to double barrel. However, the vast majority of the time people are playing their own hands. If they are betting more on the turn, it is because they think their hand is good. You haven't given a read that the villain is anywhere near talented enough to take advantage of this.
