As a general rule, limping is bad. You should rarely limp. There are possibly a few circumstances where it is not bad, or maybe sometimes you choose to limp even though you know it's bad because you're trying to blend into a table full of bad players who mostly limp because they're bad.
But limping with 99, when a few people have already limped, is bad, bad, bad, bad, bad, no doubt about it bad. You have a top 5% hand, but there is almost always going to be an overcard on the flop. You want to make sure you charge someone with overcards for the privilege of outflopping you. Otherwise, what are you, set-mining?
