Yep, you have consider both here. You have to consider how likely it is that villain continues on turn, what stack sizes are and how likely it is that villain pays you off if you hit. If you not heads up you need to consider action from other villains both on flop and turn. Possible redraws and better draws also need to be considered in some situations.
If this was simple math then poker would have been solved by now.
