This is the most common rule, in this case from Venetian:
“Both the Bad Beat Winning hand and the Bad Beat Losing hand must use both cards in their hands. If one or both of the hands are four of a kind, it must include a pair in the hand. If the Bad Beat Losing hand is a full house, it must be beaten by four of a kind or better.”
