The latter.
1) When you are the short stack, if you are decent at it, you have a big % edge. People will make unbelievably bad plays. Just today, I let my stack dwindle to about 25bbs and someone called my shove with a4 off. I got back up over 50 bbs basically for free.
2) If and when you get a bit deeper, the second game can continue to be profitable. The first game probably can never be profitable because the rake will be enormous compared to the stakes and EVERYONE is short stacked.
It's sort of in this nightmare zone where you don't have a short stacking edge, you'll never play pots that exceed the max rake and you can't really outplay people post flop much.
