If I only bet with value hands, and I have all the sets (except 44 but he doesn't have that either), then villain isn't incentivized to call much even if the bottom of his range has SDV. You say villain hits this board too much to ever fold, well I hit this board so much that he should fold some very strong hands. We can go back and forth on this forever.
Based on (admittedly limited understanding) of poker game theory, you should strive to be balanced in every single spot. I don't understand how from a GTO standpoint, there can be a spot where theoretically it's correct to only bet for value and never as a bluff. So if you say we have a value range here and no bluff range, please explain in GTO terms why balance is not necessary here.
