Villain history: he calls two large bets in a raised pot, than folds to a large river bet versus the loose/slightly aggressive player and showed top pair, and another hand where he flatted 55 on Q75 than raised the turn in an unraised pot. 30-35ish

Tight player limps UTG, 2 loose players limp to me on the button, I overlimp Q9, sb and bb limp.
6 players, $30 in the pot
Flop ($30): QJ8
Checks to me on the button, I bet $20, BB (villain) flats, everyone else folds
Turn ($70): 5
He looks like he wants to bet, but possibly a faked tell - turn hits and he quickly looks at his chips, then checks. I check back
River ($70): Q
He bets $40

Pre, I raise some % of the time, but with tight player limping in EP overlimping is better I believe. Without him I definitely open it over the loose players.

Flop/turn seem pretty standard. On the river, raising seems clearly out. Folding seems pretty weak, since he was the BB and can have more weak Qs, so it feels like we should call? What if he bet $60 on the river instead?

I'd bet 35 on the turn and bet 50-60 on the river to get value from Jx hands

He's got the flush. He check his flush on the turn to make sure he's not losing you and to get a call on the river. That's an open book play. I don't know man ..., if you feel differently go ahead and call but you got no hand. Top pair with no kicker on the flop is "no hand" based on my experience. It becomes a waste of money just to continue and that's why playing garbage that cannot flop big is a big costly mistake expecially for a raise UTG with KQo

I'm never folding the river here. Turn should be an easy b/f, assuming stack sizes allow it. Given your reads he likes to chase draws, and this is a wet board. You'll be surprised how wide his turn calling range is. Remember, he's BB, so he could easily have something like T3 here. I'll let you try to interpret the tell. I've noticed a trend of people trying to act strong when they are on a draw or have a middling hand, to try and discourage you from betting. Another personal favorite of mine is when I'm cutting out a bet and they cut out a call and have it ready to go before I push my bet out. They end up folding 90% of the time.

When he bets the river it's less likely to be a bluff, and I would probably fold if the Q hadn't come. But at this point I think your hand is slightly under-repped, and worse Qs are in his range, as well as Js and bluffs.

This is the sort of transparently obvious bluffing situation where most opponents can be bluffing the flush some of the time but are often also betting a flush they slow played on the turn. Knowing when to call in this situation is very villain and read dependent.

With the queen pairing, this won't be a bluff often and only total fish are betting worse for value. I would fold this vs an apparently passive villain. He will show you a bluff occasionally, but this is usually a better hand.

Not extremely happy about it but I still call....it limped around to villain in the BB so he could still be value betting worse on river with Qx. I like the check on turn for pot control and shows some sign of weakness which could induce a small bet from villain. Probably fold for $60 or pot sized bet though....
