Table is playing pretty loose overall, there are 3 passive players and 6 reasonably action-based players. Hero is typically somewhere in between but probably has appearance of being overly loose due to a good run of cards over the first 30-40 hands and a recent win with a 3bet preflop of A4ss that pulled down a pretty good pot down vs. AQ on an A/7/4/2/2 board.

Villain is one of the 3 passive players. Haven't really seen him bet unless he has a large hand. Seems to be winning small pots and not much else.

Effective stacks are about $600.

V goes into the tank for a minute and calls with A9

I just wanted to see if this is a standard overbet spot on the river vs. a passive villain. I was thinking about a value shove but I felt like it might be overly suspicious and I didn't want to completely toss my value away.

Imo overbets always depends on the villain. There are plenty of guys who I know are good enough or nitty enough to lay a 9 down and I'm betting 180 too. Other villains are "I has trips" and calling it off

In general though I like to use overbets in spots where I'm super deep and I have an insanely strong hand in absolute terms (or he can't possibly have a strong hand if I'm bluffing). I've had a few 600+ bb calls in straight flush vs A hi flush type hands where I feel like I wouldn't have gotten paid had I tried to 3/4 bet the river for example

Ok, I'll re-word:

Without having information on V of whether or not he would call an overbet/value shove, are you more likely to do it in this spot vs. an unknown? I haven't played with this guy before. I just observed he was playing very passively. Seemed like maybe a 1/2NL player playing a bit over his bankroll.

You wanna think about all your hands /how many bluffs you can have and choose a sizing based how how capped you vs your oppenensts range is/should be/ as well as how many bluffs you can have vs how much value. Typically the more bluffs in your range /the more polar of a range your trying to rep the bigger size you wanna take and vise Versa
