Villain is an older black guy. I've played with him before, and think he likes saying the words, "All in", and making big bets, but I also think he always has a strong hand when he does. How strong of a hand he needs to stack off with, I'm not sure...

Villain starts with ~$1000.

Hero's probably perceived as a little aggro compared to table norms, but definitely not maniacal or crazy bluffy.

Hero starts with ~$1700.

OTTH:
Preflop:
Limps to hero on button, who raises to $25 with KQo. Three callers including villain UTG+1.

Flop ($100):
KK2r
Quick checks to hero. I'd bet here most of the time, and if I caught any read that somebody might like the flop, I'm always betting hoping to outkick another K. But here I went for being a little FPSy and check behind, hoping to get some value on later streets.

Turn ($100):
6 (completes rainbow)
Checks to hero. Hero bets $60. BB folds. Villain quickly throws in 3 black chips making it $300. LP folds. Hero?

If I call here, and he shoves $650 on a river that doesn't improve me, am I folding?

I don't think we can ever find a fold here, if we call and villan shoves river I think we have to call it off....there are way more kx than 66 or 22 that villan can have here....
We can discount ak as you would expect villan to raise this pre, kj,kt,k9,k8 are all realistic limp call hands that can play this way that we are beating...
22, and 66 we obviously lose to, but that's a much smaller part of villans range....
Call the turn
Call the river.
If villan checks river I would go ahead and jam myself.

This is just hugely villain specific. Against some I'm calling turn and calling any river, against others it's a fold, some I call turn but give up river if villain jams. This is a question of making a read and going with it. Make some estimate of how often he is bluffing and if he can be raising worse for value. If villain is bluffing turn is he going to jam river or give up?

When villain limp/calls from UTG+1 are there really worse KX in his range? In the 2/5 games I play I wouldn't expect a limp/call with worse then KTs from EP and I would anything worse then AK to give up to the raise much of the time. For most I would expect AK more then hands worse then KQs because AKo will be limp/called occasionally so there are combinations. Add in 66 and 22 because limp/calls are common with low pairs in EP.

All of which sounds bad for you but this is also a great situation for villain to bluff. Your turn bet looks like it can be a middle pair or total air trying to take it down on the turn. Villain can easily have KX or a boat in their range but it's hard for you to have. Some villain with better middle pairs might even think their raise is for value.

This is simply so villain/situation specific that I don't think it can be remotely analyzed.

Thoughts on villain's sizing?
Are we tending to keep villain ranges static regardless of whether they raise to like $150 or $180 or $200 or $250 or $300?
