Actually, you can.
With AQ, you're probably either going to whiff or hit TPTK. You should know your basic plan in each of these cases.
Of course, "Plans are nothing; planning is everything." (D. Eisenhower), so your plan isn't going to be rigid. But having an idea of how you'll proceed in the most likely scenarios is useful because it allows you to modify your actions now to better match your plan for later.
For example, will your raise set up the SPR you're looking for? Will you commit against the likely players with that SPR? Do you have any bluffing targets? Who are your value targets? Do you want many or few callers?
Thinking about those things before you raise can save you a ton of trouble.
You're completely correct in saying you can't have a specific plan for every scenario. But you absolutely can have at least a general plan for the most likely ones. And then you can use that to improve your actions.
I think that's what people mean when they say plan the hand better. Always be thinking about what is likely to be the situation in the next round so that you can anticipate and prepare for it.
